landmarks: make a better priority system

The current size criterium doesn't suffice as some small features are very famous. A better filtering mechanism should ensure this.

Maybe the criteria should rather be the time of designation as features named half a century ago are more likely to be considered relevant than anything the USGS has in their database....?
