Add feed-reader to LHC homelab #2
Description
As a Platform Enginner, I want to have feed-reader as an example app in the LHC homelab project
When defining the app, it follow the best practice for helm and ArgoCD
And must define everything as code, including the ArgoCD project, RBAC, etc.
