Cannot build INT8 library with OPENCV=1. fatal error: opencv2/opencv.hpp: No such file or directory

I'm trying to build the library to use int8. I did sudo apt-get install libopencv-dev before setting OPENCV to 1 and CUDA_VER to 12.6. I'm getting an opencv not found error.
Jetson Orin NX 16GB on Seeed A603 carrier board.
