Apologies for the downtime and New Notify Everyone functinality

Hi everybody,

First of all, I'd like to apologise for yesterday's lack of coordination with the downtime of marbits. I told you I'd shut it down at night and had to do it earlier as lustre classic and lustre smart had to be shut down yesterday at 15:30.

It looks like the power is back on, so we'll be powering on the system soon(-ish).

Besides that, I have added a new functionality that sends an e-mail to a list of people that have an active account on marbits, so important announcements like a downtime can reach everybody. Here's how it works:

• Create an issue or a Discussion or
• Go to an already open discussion or issue
• After it has been created, add the label "everyone"

This will trigger a clumsy github action that will send a notification to everyone's email. If you are no longer interested in marbits status and community, please let me know so I can remove you from the list.

Of course, with a great power comes great responsibility. Think very well whether to add or not the everyone label so as not to spam too much other users. If you want to tag someone specific, mention their github handle in the text.

Marbits is back online. Please if you see something that is not working as intended, just open an issue. Of course /mnt/lustre does not work. This is a nightmare
