Why is the Peek View Layout Designed to Reset Every Time?

I'm curious about the reasoning behind the current design where the peek view layout resets every time an issue is reopened. There are three view options — modal, side peek, and fullscreen — but any preference set by the user is not remembered. If a user prefers a specific view (e.g., modal), they have to manually reselect it each time they open an issue, which seems counterintuitive.

There was an issue raised about this (#5167) and even a PR submitted to address it (#5249), but both were closed with the explanation that this behavior is the intended design. I’m wondering — if the goal of having different view options is to accommodate user preferences, why is the view not preserved? What is the reasoning behind making users reset their preferred view each time?
