Create an API to use the LOD regenerate endpoint

MCS added support for regenerating a singular LOD and we'd like to start using this in the clients.

Clients should be able to hook up UI to call into a regenerate function for a provided level of LOD.

Just to update you, we've triaged this issue and it's been given a medium priority. Currently aiming to work on this in Q1 2025.
