feat: Implement OAuth workflow for NOIRLab staged content

In order for Rubin leadership and agencies to see staged NOIRLab content within the Craft preview modes I need to implement an OAuth workflow in the Next.js server so the necessary auth header can be acquired and used to fetch staged content.
