Run LM Studio in headless mode in CI

The CI tests are currently misleading, as all of the tests that require a local LM Studio instance are skipped.

The introduction of the experimental plugin management support makes this more problematic, as the dev plugin runner and associated test cases now include some Windows specific code (which may readily be broken if local CI is only executed on a POSIX system prior to merging).
