[BUG] Start Signal Not Received when I'm running Livekit server (self-hosted) with an ALB and MIG #349

Describe the bug
We are using Livekit for video streaming and things have been working fine on a single machine. We now have concurrent requests to stream so have been setting up an ALB and MIG to turn on more machines when users wants to stream at the same time. The config of the ALB and the MIG seem to be fine but we keep getting a start signal not received error when we try to test this setup.
