I'm not sure if it makes sense for cells, since they are either code or markdown text, and for smart cells the UI should be designed such that it looks good.

For cell outputs there is the "Amplify" button to expand them. Allowing more control with dragging could work, though it may look weird if the cell is reevaluated with different outputs. I think #2109 may help here, though we are yet to get back to finalizing it.
