ADD_ADMIN_PERMISSIONS_ON_CREATED_RESOURCE doesn't work anymore

If a user has the permission ADD_ADMIN_PERMISSIONS_ON_CREATED_RESOURCE and creates a new resource, the user should get a set of permissions on that resource.

This is no longer the case in v1.18
