Artsakh (Fake Country)

Hi community - there's a fake country (with a flag as well) called Artsakh - we need that deleted, as there's no sovereign country inside Azerbaijan called Artsakh. Want to check with moderators before raising a PR request.

The sovereign status of the Republic of Artsakh is not recognized by any United Nations member state (including Armenia), but has been recognized by Transnistria, Abkhazia and South Ossetia; Transnistria is not recognized by any UN member state, while the latter two have international recognition from several UN member.

@ornicar - I appreciate that you provided those - but all I want to do is to cancel changes in scope of 11631 - it's not a political discussion - just someone fooled you. I'm sure you are not a fool though.

User Gersoniwe - has only 2 pushes in last years - so don't try to persuade me that it's not a political decision. We are technical people - and I'm sure you can understand - at least your English is good - which is a win for a French person.
