OCCA Parser Handling Pointers to Arrays #628

Creating an issue to make sure this doesn't get lost during the merges to libCEED.
As discussed in libCEED's OCCA backend update, the OCCA parser should be updated to handle pointers-to-arrays correctly so that extra typedefs and workarounds are not needed in our raw QFunction source.
