Add and Remove Cluster Capacity Without a full update

Cluster management through Herman has some downsides compared to a single CFT, namely in that changing the number of container instances requires bringing up a whole new set, rather than a single instance. It would be great if there was a way to just add and remove capacity without the need to bring a whole new fleet online.
