[ENHANCEMENT] DORA Plugin - Find a better way to disable metrics for unsupported projects

Right now, if you view a component and it is not a github repository, it just shows a message that dora metrics aren't supported. Instead, if a project isn't supported, we just shouldn't show the DORA tab or At a Glance at all.
