confused about data file issue

I am confused about data file issue ,such as the intel_jac.txt,in the case of SE(2),the jacobian dimension of estimate should be 3,am I right? if each line ,the first two columns are indexs which coneected to constrains,then what the third conlumn represent what?

By the way , why the dataset (such as intel_estimate.txt)don't contain covariance matrix?Is there default estimate uncertainty is unit diagonal matrix?
