♻️ refactor(ui): create CommandPalette component in UI

Context

CommandPalette component is defined in the erd-core package.

Problem

It causes several issues:

• The Toast component from the ui package implicitly depends on the CommandPalette styles
• A z-index custom property for CommandPalette component is defined in the ui package

Proposed Solution

We should define a component something like CommandPalette-base component in the ui and make the application command palette depends on it.
Maybe it can share some the styles with the Modal component 🤔
