Support for a 'testing' shortname #3

Disqus recommends having a separate shortname for environments that are not the production environment. https://help.disqus.com/customer/portal/articles/1053796-best-practices-for-staging-development-and-preview-sites
It would be nice to have some kind of support for this. This could be done a few different ways. Perhaps by having a 'testing-shortname' in the config along with using a solution for lektor/lektor#503
