Here is a general implementation workflow proposal:

1. Open a Discussion, let's analyze pros and cons
2. Once available options are identified, open a Poll to collect the votes
3. Create a task in the Issues section, collecting the main points from the related discussion, or
4. Create a Work-In-Progress pull request to collect feedback early
   ... tbd

Is this too much?
The idea behind is to shake issues thoroughly enough in order for the implementation to be right the first time around.

The outcome of this should end up in the CONTRIBUTING.md file.
There could be an organization-wide contributing file in .github repo, along with other health guides (CONTRIBUTING, SUPPORT, CODE_OF_CONDUCT, ISSUE_TEMPLATE(S), or PULL_REQUEST_TEMPLATE(S))
