Add support for the TimePix4 detector

Since the new TimePix4 detector is going to be use at DESY it would be good to add support it. 

There is few options to do it but from lavue perspective it would be good to create a timepix4 tango server which could provide ToF histogram as well as an image constructed from events collected from detector taken in a specific ToF range.
