How to pass 1,2,3 as an argument for WHERE IN (?)

trying to use the following code, but the result returns 0 records

 pub struct Count {
    pub total: i32,
}

let test = sqlx::query_as!(
        Count,
        r#"SELECT COUNT(cohort_id) AS "total!: i32" FROM todos t WHERE t.todo_id IN (?)"#,
        "1,2,3",
).fetch_one(&pool).await;
