Discuss scope for mandatory processes

Sean Hoyt has developed procedures for SDS requirements and is wondering if the Dev Guide is an appropriate spot to host this information.

The current scope of this project, described in the read-the-docs home page, states that the dev guide is not intended for mandates. How flexible is this? We should meet with Sean to discuss his documentation of requirements further and brainstorm options for where it should live.
