I am first time contributing in open source added a validation rule for validate phone number which will accept only numbers ,+ and - how can i create a pull request for that

1. Fork the repository
   Go to the GitHub repo and click the Fork button (top-right). This will create a copy under your account.

2. Clone your fork
   On your computer, run:

   git clone https://github.com/YOUR-USERNAME/laravel/framework.git
   cd laravel-framework

3. Create a new branch
   It's best to make changes in a separate branch:

   git checkout -b add-phone-number-validation

4. Make your changes
   Add your validation rule for phone numbers (accepting only numbers, + and -).

5. Commit your changes

   git add .
   git commit -m "Add phone number validation rule"

6. Push your branch

   git push origin add-phone-number-validation

7. Create the Pull Request
   

   Go back to the original repo on GitHub. You’ll see a prompt to create a pull request from your branch — click it, write a short message describing what you did, and submit it!
