langchain_postgres is not maintained

langchain_postgres is not very well maintained and many features of PGVector are not implemented, even the most basic one like indexes on vectors.

I added the latest and most important PGVector functionalities in this PR , but it seems like no one wants to review it

I hope that by posting here someone with permissions can look at my PR and also the others sent by the community
