Bump ip and @lando/core

Removes [ip](https://github.com/indutny/node-ip). It's no longer used after updating ancestor dependency [@lando/core](https://github.com/lando/core). These dependencies need to be updated together.


Removes `ip`

Updates `@lando/core` from 3.21.2 to 3.23.1
