setup-kyma-cli github action

**Description**

Implement a GH action that installs Kyma CLI

**AC**
 - action should assume latest version of CLI (unless specified different via `version` input)
 - action should detect OS and ARCH and install matching binary
 
**Reasons**

Cloud tooling usually come with github action that installs it's binary in GH worflows (for example https://github.com/Azure/setup-kubectl)
