Program Counter Busses #1

I was looking at the schematics for Ben Eater's computer. Overall it looks great, and I'm hoping to start using your schematics to modify for my own design.
However, I had a question about the program counter. You don't have the output of the PC going anywhere. You have the counter and the buffer going into a bus, but then in your top level its not going to anything. Are the busses you have supposed to link together?
