Nearing 1.38.8 release

As 1.39 is looming in the future there will be more frequent updates, especially to capture the last new procedurals.
The next tag will probably be 1.38. 8( Missed announcing the 1.38.7 sync tag ).

The document comparison notebook will continue to evolve and out out as utitiles and a new command to allow release comparisons at the definition and implement ion level to complement the release notes for the spec.
