Store banner cycle info on mongo

What problem does this address?

Allows the banner cycle to be resumed automatically on restart.

How would this solve the problem?

Save banner rotation duration and an on/off bool on mongo, check it on cog load and update it with the rotation command.

I am moving this to the Version 3.2.0 milestone where we will focus on database content. Would rather have this issue be worked on after those database changes.

So this is currently planned.
