[Bug]: can't add or delete plugins using docker ks ui environment #1936

Is there an existing issue for this?
- I have searched the existing issues and couldn't find a duplicate.
Current Behavior
Expected Behavior
need to install and delete plugins when running in docker environment
Steps to Reproduce
open ui
login
open GM
open admin panel
list plugins
delete or add plugin from local file
