Should use lock for writing instead of reading in Permit function of PodGroupManager of coscheduling?

Hello,

I just have one question. Here we should use lock for writing instead of lock for reading, right? Because it updates pgMgr.assignedPodsByPG.

pgMgr.RWMutex.RLock()

Current:

pgMgr.RWMutex.RLock() 
defer pgMgr.RWMutex.RUnlock() 

Changed to the following?

pgMgr.RWMutex.Lock()  
defer pgMgr.RWMutex.Unlock()
