The Components Directory will be moved a separate Repository

As per the discussion in the KFP community call KF Pipelines Community Call -- 2025-08-26 (notes and recording), the KFP components directory will be transitioned to a separate repository in December 2025 or January 2026.

There are various reasons for this, some of them are as follows:

1. Various components are unmaintained and original maintainers have left the project
2. The components repo adds a lot of noise for dynamic and static analysis tools for things such as CVE scanning
3. There's little need for the components repo to stay in the KFP project, as these are user submitted, they operate under a different governance formula and should not depend on stewardship of the KFP maintainers. If there is a specific request for a feature to enable specific components, those can can be submitted to the KFP project.
