Use arm64 spot instance to reduce the instance size

Currently, the instance type used is x86_64 with several vCPUs. We can try to use the amd64 base to reduce size and cost.

@hguerrero i looked at here but could not find metal type cheaper instance than c5n
Are you sure there is AMD64 instance type in metal ?
