Import and wrangle Budget Revenue data

Data tables have been provisioned by @velgaks and placed in the shared folder data-private/raw. The names of the file follow the pattern "revenue-NN.xlsx"

Use ./manipulation/ellis-budget.R to organize the code for wrangling this data into analysis-ready form.

Potential tasks for budget data for Mar-Jul 2020-2021 ('budget_data_2021_2022_for_map.csv'):

• Compare amount and share of own revenue and transferts (in general, by region, by oblasts, etc.)
• Compare amount and share of particular revenues in own revenue (in general, by region, by oblasts, etc.)
• Look in detail at the personal income tax for army personnel, its influence on amount of own revenue
