Scope of tests for the RM Accelerator recommendation feature

This issue outlines the initial test scenarios for the Remote Monitoring (RM) accelerator recommendation feature, particularly focusing on GPU workloads.

Test Scenarios

No recommendations for non-MIG GPUs

• If a workload is running on a non-MIG-capable GPU, no accelerator recommendation should be generated.
• As of version 0.7, no notification is shown for this case. Notification support will be added in version 0.8.

No recommendations when the current MIG profile matches the recommended profile

• If the existing MIG profile (e.g., 4g.20gb) matches the recommended profile, no recommendation should be generated since the workload is already optimally configured.
• Version 0.7 does not generate a notification for this case; notification support is planned for version 0.8.

@chandrams The test for No recommendations when the current MIG profile matches the recommended profile is no longer required as we are not supporting the recommendations for MIG's as we cannot decide on the compute capacity needed by workload as metrics are not able to provide it.
