Add in reusable script to deploy prometheus and elastic separate from github workflow

We need to add more documentation around this repo. But it would be useful for this issue if we had a resuable step/bash script (maybe in redhat-chaos/actions or a script in this repo) on how to set up elastic search and prometheus for a kind cluster
