Add `toPartial` function

I think, it should be possible to implement a polymorphic function using Generics:

toPartial :: (Generic f) => f 'Final -> f ('Partial e)

But this is some clever shit 🙂

This Reddit question looks similar to what we may want. But it's too much type sorcery. I'm just leaving a comment for history here, may be worth exploring in the future.
