Checking FILE-COUNTERS

While there is a PR (#61), which contains a validator (LogMessageFileNameValidator), which checks the log message file names against the log message content to some extend, this Validator does not check the optional FILE-COUNTER fields of the filenames.

This should be handled in an additional Validator, which then has to track all filenames, which it already has seen.
