How can I create a list of all subscribers that haven't been emailed during a specific campaign

As I detailed in this issue #2708, listmonk marked the campaign finished before actually emailing all subscribers. I need to create a new list of subscribers who haven't been emailed.
Does anyone know how to do this?
This could be applied to a campaign that erroneously finished or a campaign that's been paused or cancelled.
