Redesign the D-Bus/gRPC API to expose more netem parameters

So far, it exposes the latency in ms, the percentage packet drop in percent and the bandwidth in kbit/s. It does not expose the rest and the units are not consistent with the underlying Netlink protocol (see struct tc_netem_qopt).
