Double slash in body text not captured in body for Org Protocol URL

Double slash in body text is not copied over in captured text.

Steps to repeat:

1. Put org-protocol:// in body text.
2. Capture via Org Protocol capture

Expected Result:

Double slash is copied over.

Actual Result:

Only one slash is copied over.

Investigation shows no issue with Captee in generating correct body query parameter for Org Protocol. Rather this is a bug in org-protocol handling of / as a query-parameter.

Example of reproduced failure mode using emacsclient:

emacsclient "org-protocol://capture?body=org-protocol://"

The captured text in Emacs only has one slash.

Followup is to file a bug with Org.
