Close Proposal Modal on Success

Context

When a new proposal is submitted, KALI should inform users when the proposal is successfully mined on the blockchain and subsequently redirect users to the corresponding proposal page for voting. However, a proposal modal for submitting new proposal does not currently close out after submission, requiring users to manually check block explorers to confirm proposal transaction.
