Workflows: split test & reporting

github came up with new features on the worflows: https://github.blog/2020-08-03-github-actions-improvements-for-fork-and-pull-request-workflows/

• so why not splt the workflows in: test & report after tests run (regardless of success)
  also, maybe, run tests if a release is triggered?
• wyh not have reportings run on pullrequest_target? this way we could have proper reporting even on PRs from 3rd parties...

needs to play with this in an independent repo ...
