Add a configuration setting for an overall peer interaction timeout

• Possible setting name: peers.timeout?
• The value is an integer number of seconds.
• If an individual peer fails to provide the desired metadata in full within the given number of seconds from the initiation of the TCP connection, the peer is abandoned.
