Integrate SAS Viya

Develop an image with SAS Viya installed.

Authenticate with SAS license gateway and allow users to "Bring their own license".

The SAS Viya UI needs to be proxied through jupyter server proxy.

The PR should include a Dockerfile with all other necessary files, packaged in a new folder called "sas-viya-notebook"
