Integrate Apache Airflow

Develop an image with Airflow installed to allow the developer to design and manage their production pipeline through airflow UI.

The Airflow UI needs to be proxied through the Jupyter server proxy with a new launcher in Jupyterlab.

The PR should include a Dockerfile and other necessary files, packaged under a new folder called "airflow-notebook".
