Missing changelog entries for `7.x` on the `main` branch

The changelog on the main branch seems to be missing some of the 7.x releases: https://github.com/jupyter/jupyter_client/blob/main/CHANGELOG.md

However they are listed in https://github.com/jupyter/jupyter_client/blob/7.x/CHANGELOG.md.

Wondering if this could then be an issue with the forward porting of the changes to the main branch when making a release from the 7.x branch?
