Make this module a User module, instead of a Network module.

This would make more sense logically, as Auto Clear Chan Buffer and Auto Clear Query Buffer are both user flags (that can also be set on a more granular level). Also, it would remove the need for the user to manually enable it for every new server they connect to. This would make administration more automated and hands-off.
