Explanation of number of bars on Presence page

Why do some devices show double bars on the Presence page? I've noticed that this doesn't always happen for a given device - sometimes, a device displays double bars and at other times it doesn't.

Could anyone explain what double bars indicate?

Yeah, I know of this issue, but not sure how to reproduce and fix it. I just created a new issue asking for help here: #1119

Let's see if someone is able to look into it.
