Remove `ConsoleColor::Railtie`?

How would you feel about removing Rails::Railtie? I believe the logic that adds a prompt mode to IRB could be prepend at any time unless there's any other code that does the same, and it doesn't have to be run from within config.after_initialize { ... }.

I may be missing something, but I'd be happy to send a PR to remove it.

Sounds OK to me. It's been a looong time since I looked at this code but this approach was probably the expedient way to customize the Rails console that I found at the time. Generalizing it seems like a win if it continues to work in the vanilla Rails context.
